Eco participation is the application of the European directive on Waste Electrical and Electronic Equipment (WEEE) which already existed for televisions, refrigerators and other consumables which is now applied to photovoltaic panels.  A given amount per pannel is provisioned for future recycling costs. This is managed in France by the PVCYCLE organization.
